Overview
A Pipeline Requisition in Oracle Fusion HCM is a forward-looking requisition designed to proactively build and manage a pool of potential candidates. It is not tied to an immediate vacancy and supports continuous talent sourcing, engagement, and evaluation for future hiring needs.
By maintaining a ready-to-use talent pool, organizations can significantly reduce hiring lead times when positions become available.

End-to-End Setup and Usage Flow
Phase 01: Design the Pipeline Hiring Lifecycle
Before system configuration, define the pipeline hiring stages that reflect how candidates should move through the pipeline (for example: Sourcing → Screening → Engagement → Ready for Hire).
This design determines the Candidate Selection Process (CSP) structure.
Phase 02: Create a Pipeline Candidate Selection Process (CSP)
- Access Setup and Maintenance.
- Select the Recruiting and Candidate Experience offering.
- Open the Candidate Job Applications functional area.
- Launch Candidate Selection Process Configuration.
- Create a new process and specify:
- Process Type: Pipeline
- Process Name and Description: As per business standards
- Define Phases representing high-level pipeline stages.
- Configure States under each phase to track candidate progression.
- Update process properties:
- Set the process to Active
- Review availability and visibility options
- Save and validate the CSP.
The Pipeline Candidate Selection Process is now available for requisition usage.
Phase 03: Configure a Pipeline Job Requisition Template
- Navigate again to Setup and Maintenance.
- Select the Job Requisitions functional area.
- Open Manage Job Requisition Templates.
- Create a new requisition template and provide:
- Template Name
- Requisition Type: Pipeline
- Business Unit and Organization details
- Assign the Pipeline CSP created earlier.
- Review configuration sections and enable only required fields.
- Activate the template to make it available for recruiters.
- The system is now configured to create Pipeline Requisitions using this template.
Phase 04: Security and Access Validation
Ensure the recruiting users have the required privileges:
· Initiate Pipeline Job Requisition
(IRC_INITIATE_PIPELINE_JOB_REQUISITION)
· Add Candidate to Job Requisition
(IRC_ADD_CANDIDATE_TO_JOB_REQUISITION)
Without these privileges, users cannot create pipeline requisitions or move candidates to hiring requisitions.
Phase 05: Create a Pipeline Requisition
- Navigate to: My Client Groups → Hiring → Job Requisitions
- Click Create Requisition.
- Select Pipeline Requisition as the requisition type.
- Enable Use Template and choose the Pipeline Template.
- Define requisition details:
- Number of Openings: Unlimited
- Recruiting organization, recruiter, and hiring team
- Target job family or role (if applicable)
- Review the associated Candidate Selection Process.
- Submit the requisition for activation.
The Pipeline Requisition is now active and ready for candidate sourcing.
Phase 06: Source and Manage Candidates in the Pipeline
- Add candidates manually or through sourcing channels.
- Move candidates through the pipeline CSP states.
- Maintain engagement using notes, tags, and activities.
- Keep candidates in a “ready” state for future opportunities.
Phase 07: Link Pipeline Requisition to a Standard Requisition
- Open the active Pipeline Requisition.
- Select the Link Requisition option.
- Choose an existing Standard Requisition that is:
- Open
- Not Posted
- Confirm the linkage.
Phase 08: Transfer Candidates to Hiring Requisition
- Select candidates from the pipeline requisition.
- Add them directly to the linked standard requisition.
- Candidates continue their journey using the standard hiring CSP. This enables immediate hiring without restarting sourcing activities.
